Job Description Summary:
This civilian position supports the police investigation function by assisting in or conducting internal affairs investigations and background investigations that do not require commissioned police personnel for The University of Kansas Medical Center Police Department (KUPD-KC). As directed, this position shall fulfill the dual roles of an Internal Affairs Investigator and shall perform background investigations for law enforcement sensitive positions within the agency.
The incumbent shall occupy the position as a subject matter expert in internal administrative investigations as they pertain to public safety employees. Will be responsible for the maintenance of an Internal Affairs program that is Commission for Accreditation of Law Enforcement Agencies (CALEA) compliant.
Shall occupy the position as a subject matter expert in hiring background investigations for those positions within the Department requiring law enforcement sensitive inquiries.
The incumbent is further required to support the Departmental CALEA efforts by supplying supporting proofs to the CALEA Manager as they pertain to the incumbent's duties.

Key Roles and Responsibilities
Interpersonal Professional Interactions
The incumbent shall adopt and be supportive of the Department's Vision, Mission, Core Values statements, and the Law Enforcement Code of Ethics. As an individual contributor, the incumbent is expected to develop effective working relationships with others, both internal and external, that are mutually beneficial and enhance the reputation of the Department and the Medical Center.
Management
This is an individual contributor position with no supervisory responsibilities. The incumbent shall operationally manage the duties of the Internal Affairs Investigator and Hiring Background Investigator positions. Additionally, the incumbent will prepare goals and objectives, ensure systematic review of progress toward achieving goals and objectives and act to correct variances. As a subject matter expert, the incumbent shall assist the Deputy Chief of Police to develop policies and procedures appropriate to the duties managed and implement programs using available resources. The incumbent shall interpret policies/procedures for specific situations.
Administrative
The incumbent shall perform expert-level administrative duties including, but not limited to, general administrative software tools, report writing, personnel interviewing, evidence collection, video and audio recording, and other administrative duties as assigned.
Enhance the current processes and procedures within the unit to align with industry best practices per the applicable professional standards organizations.
Conduct administrative interviews of public safety employees pursuant to complaints, internal affairs inquiries, and other allegations of misconduct.
Effectively employ the precepts of Garrity v. New Jersey and Weingarten Rights when interviewing public employees as witnesses, the accused, or other pertinent parties.
Effectively summarize and document interview findings.
Effectively apply investigative findings to correlated Departmental policies and procedures.
Effectively apply investigative findings in a written format to regulation violations.
Create and archive digital media pertaining to investigative cases.
Conduct police and law enforcement sensitive position background investigations.
Effectively interface with members of the Command Staff, Executive Staff, and other professional groups as required to facilitate communication of investigative findings.
Competently testify in civil and criminal court proceedings as necessary.
Support CALEA activities related to the position.
Perform additional administrative duties related to their core functions as directed
by their supervisor, or the Chief of Police.
Required Qualifications
Ten (10) or more years of commissioned law enforcement experience completed within the past five (5) years.
Two (2) or more years as a full-time commissioned Internal Affairs Investigator with a law enforcement agency.
One (1) or more years as a full-time commissioned Background Investigator with a law enforcement agency.
Exceptional interpersonal skills and emotional intelligence.
Intermediate-level knowledge in the use of Microsoft Office 360.
The ability to successfully pass a full police level background check.
Must possess a valid, unrestricted driver's license (corrective lens acceptable).
Must be able to render credible testimony under oath and maintain the highest levels of professional and personal integrity.
Preferred Qualifications
Three (3) or more years as a full-time commissioned Internal Affairs Investigator with a law enforcement agency.
Knowledge of CALEA practices.
Bachelor's Degree in Criminal Justice, Business, Law, or similar major, from an accredited college or university
